support to what the president called a criminally rogue regime. the president also said the chinese government has instructed its banks to halt business with north korea. he was joined at a luncheon in new york city by south korea's president in japan's prime minister to express their support for the new sanctions. >> thank you. thank you very much. i am announcing a new executive order, just signed, that significantly expands our authorities to target companies,, financial institutions, that
